The Organisation

The Office of the Financial Services and Pensions Ombudsman (‘FSPO’) was established by the Financial Services and Pensions Ombudsman Act 2017 and commenced operations on the 1 January 2018. The FSPO incorporates the statutory functions of the former offices of both the Financial Services Ombudsman and the Pensions Ombudsman. The FSPO has a sanctioned staff headcount of 90 and is funded by levies from financial service providers and an Exchequer grant.

The Role

This is a wide-ranging and multifunctional management role. The Senior Manager – HR and Governance will lead and motivate a small team of staff and external contractors. The successful candidate will have responsibility for assisting the Director of Corporate and Communication Services (‘CCS’) to identify areas for development and contribute to a culture of ongoing assessment and improvement in relevant CCS functions. They will be required to develop a proactive strategic approach to HR and embed HR best practice in the FSPO in addition to managing HR issues that arise. They will also lead the FSPO Compliance functions.

The Person

The Senior Manager – HR and Governance will be a member of the management team in CCS and the wider FSPO management framework. The successful candidate will have responsibility for the FSPO’s HR management function and will work closely with the Director of CCS and the wider Senior Management team in developing HR strategies and programmes to support the delivery of the FSPO’s Strategic Plan. The successful candidate will contribute effectively to the FSPO’s governance agenda, working across CCS functions including HR, finance, risk management, compliance, internal audit and statutory reporting.

Essential Requirements

Candidates must have the necessary qualifications and experience to deliver in this varied role including:

  • An NFQ level 8 or equivalent in a relevant discipline, such as human resources management, business administration, governance or other area related to this role;
  • Significant experience of some or all the following: human resource management, organisation development, governance or finance;
  • Management experience at an appropriate level, including leading teams and managing resources and/or managing contractors;
  • Excellent interpersonal, influencing and communication skills;
  • An ability to develop policies and procedure across diverse functional areas;
  • Knowledge of the principles of risk management and practical experience of risk management, or the ability to acquire same;
  • Confidence to liaise with senior personnel, Council and colleagues and the ability to represent the organisation externally.

Key Competencies for the Role

In addition to the specific requirements set out above, candidates must be able to demonstrate that they possess the competencies identified for effective performance at Assistant Principal Officer level.

Desirable Requirements

In addition to the above essential requirements, it would be a decided advantage for candidates to have some or all the following:

  • Relevant experience in the financial services or pensions sectors;
  • Experience or knowledge of public sector governance and administration, or the ability to quickly acquire same;
  • Experience of managing an internal audit function and implementing recommendations;
  • Experience of managing external suppliers;
  • Strong project management and organisational skills and experience of meeting demanding deadlines and delivering results;
  • Proficiency in the Irish language;
  • A successful track record of working on their own initiative and as part of a team and the skills required to develop the capability of others through feedback and coaching;
  • Good judgment and sound decision-making ability, with a detailed approach to information handling and an ability to critically analyse information;
  • A commitment to the delivery of quality public service;
  • Evidence of ongoing professional and personal development
  • Demonstrable knowledge and appreciation of the statutory, governance and policy framework within which the FSPO operates.
