The Health Insurance Authority (“the Authority”) is the statutory regulator of the health insurance sector in Ireland. The Authority plays a key role as an independent regulator, a provider of consumer information, an adviser to the Minister for Health and as the custodian of the Health Insurance Risk Equalisation Fund. The Authority is a small, dynamic organisation that is committed to delivering on its vision of a well-regulated, competitive health insurance market where consumers are empowered to make informed decisions.
The Role
The Authority seeks applications from high-calibre candidates for the position of Chief Executive/Registrar. This is a key role within the organisation and will provide effective leadership to the organisation in the implementation of its key functions in the public interest, delivered in accordance with the Authority’s mission, vision and core values. The role will also be responsible for maintaining standards of corporate governance and the promotion of a culture of quality public service and legislative adherence.
The Person
The successful candidate must demonstrate leadership experience at a senior management level in the private or public sector. They must have experience in developing and implementing strategic plans in collaboration with Boards of Management, with proven negotiating and influencing skills and ability to represent the Authority’s interests to all external constituencies. They will also have excellent communication skills and the ability to develop strong stakeholder relationships.

Essential Requirements
The successful candidate must be able to demonstrate evidence of:
- Evidence of experience at a senior management level in the private or public sector that demonstrates the vision, leadership, governance, financial management and organisational skills;
- Evidence of proven senior management experience in either regulation or a highly regulated sector;
- Qualification to a postgraduate degree (NFQ Level 9 or equivalent) in a relevant discipline;
- Evidence of proven experience of constructive stakeholder engagement;
- Evidence of experience in developing and implementing strategic plans in collaboration with Boards of Management;
- Evidence of proven experience of business acumen and delivering operational excellence;
- Evidence of proven experience of sound judgement and decision-making skills to include proven ability to analyse complex information/situations and an understanding of the potential outcome; and
- Evidence of proven negotiating and influencing skills and ability to represent the Authority’s interests to all external constituencies, including the Government and the health insurance industry.
Desirable Requirements
The successful candidate may demonstrate evidence of:
- Evidence of experience in building and maintaining enthusiastic, high-performing and motivated teams;
- Evidence of exceptional communication skills including speaking publicly, the ability to positively influence policy and direction at senior levels within an advisory capacity, and the ability to build and maintain effective relationships with key stakeholders and to speak publicly;
- Evidence of experience of leading and managing multiple complex priorities effectively; and
- Evidence of proven budget and financial management skills.
