The Health and Safety Authority (‘the Authority’) was established in 1989 under the Safety, Health and Welfare at Work Act 1989. Additional functions have been conferred on the Authority since then under the Safety, Health and Welfare at Work Act 2005, the Chemicals Acts 2008 and 2010 and other legislation. In 2014, the Irish National Accreditation Board (INAB) was included under the Authority’s functions. The Authority reports to the Minister of State for Business, Employment and Retail under delegated authority from the Minister for Enterprise, Trade and Employment. The Authority has a very broad mandate as set out below across the areas of workplace health and safety, chemicals, market surveillance and accreditation.
The Role
The Authority seeks applications from high-calibre individuals for the position of Principal Officer Corporate Services. As a member of the Authority’s Senior Management Team, the successful candidate will be responsible for the cross-functional management of a portfolio of business units within the Authority’s Corporate Services division. The successful candidate will play a pivotal role in integrating the work of these units and building the required synergies to deliver strategic and valuable outcomes for the Authority and its stakeholders.
The Person
The successful candidate must be a proven effective senior leader with demonstrable experience delivering results and driving new solutions. They must have strong strategic abilities and experience in leading/ managing change within an organisation with the ability to work in a fast-changing environment. They will also have excellent communication and interpersonal skills and the ability to collaborate and develop strong stakeholder relationships.

Requirements
Essential
The ideal candidate must be able to demonstrate they meet the competencies as set out in the Appendix and meet the following essential requirements:
- Hold a minimum of an NFQ level 8 or equivalent in a relevant discipline, being human resources management, organisational development, applied behavioural science, business administration, communications, governance, or other area related to this role.
- A minimum of 5 years’ significant professional experience in a senior leadership role in a complex business environment;
- Strategic leadership with a proven track record of consistent delivery of results at an appropriate level;
- Significant experience of leading/managing change within an organisation;
- Ability to work in a fast-changing environment, identifying key priorities and driving new solutions;
- Demonstrate that they possess the competencies required of a Principal Officer as set out below.
Desirable
- Strong emotional and cultural intelligence and ability to understand and negotiate differences within a complex organisational environment;
- Proven industrial relations and employee relations experience;
- Up-to-date knowledge of practice and thinking, including technologies to support learning and development and key stakeholder management;
- Proven experience of communication, collaboration and influencing skills to drive change, develop collaborations and proactively communicate with internal and external stakeholders, including relevant Government Departments;
- CIPD membership;
- Previous public sector experience and a well-developed understanding of prevailing governance requirements including central policies applicable to public sector bodies.
