Our client is a design and build specialist within in the healthcare sector and carry out works within healthcare and pharmaceutical environments which require specialist expertise and an extremely high standard of workmanship. They are trusted partners for leading medical equipment suppliers, Private clinics, the Heath Service Executive (HSE) and a number of public hospitals.

Examples of projects include: • Radiology departments • CT Suites • MRI Installations • Laboratories • HEPA filtration • Radiation protection • Medical gases • General Building • CSSD / HSSU departments • ICU and HDU units • Psychiatric units • Operating Theatres

Due to continued expansion of the business and in order to meet increasing demand from the Healthcare sector, they now wish to recruit a Quantity Surveyor to join their team.

THE POSITION

JOB TITLE: Quantity Surveyor

POSITION DESCRIPTION:
The Quantity Surveyor is responsible for the commercial and contractual performance of building and engineering projects to ensure that each project is a financial success. This involves reviewing tender documents to ensure that they have been properly completed and manage the cost aspect of the construction process by seeking to minimise the costs of each project and enhance value for money whilst ensuring that the project meets all legal and quality assurance requirements and regulations. The successful applicant will be dealing with sub-contractors, variation schedules, measurements, providing regular progress updates to the management team as well as finalising subcontractor accounts and completing all filing and documentation.

Main Responsibilities:

• Pre commencement of contracts: o Review all relevent documents to obtain a clear understanding of the works and precise contractual obligations. (i.e. study the drawings / specification & BOQ) o A clear understanding of the contractual obligations is critical in order that any changes or variation requests made by the employer are spotted in a timely manner. Failure to quickly identify changes lead to significant financial loss to the company. o Examine the file and establish a procurement list. o Re work the bill of quantities into trade packages in terms of supplier and subcontractor. o Transfer supplier requests to purchasing department and assist the purchasing department with follow up questions and have final authorisation on the significant purchase. o Study the works programme prepared by the contracts manager and evaluate against the resources allocated within the tender bid to ensure there are no significant anomalies . o Confirm that the above programme is in accordance with the resources within the tender bid. o Work closely with the appointed Contracts manager and be available to assist in advising of amounts allowed for various elements as they present themselves. o Prepare Sub Contractor enquiries. o Conduct subcontractor evaluation and negotiation. o Obtain management approval on all sub contractors and arrange for PO’s to be issued.
• Post Commencement of contracts: o As the project progresses check actual expenditure against amounts allowed in BOQ and red flag significant anomalies – Control all stages of projects within predetermined budget and expenditure. o Prepare progress claims on a monthly basis. o Check that the work been carried out on site is as per original tender- recognise changes or potential changes and prepare change order requests to be submitted to the design team. o Follow up on change order requests and obtain decisions. o Clearly communicate change order process to the contracts manager so works do not proceed until approval has been given o Evaluate sub contractor requests for payment and issue recommendations o Work as part of a team to ensure that the requirements of the client are delivered.

Qualification Level:
Fully qualified either by way of formal education in Quantity Surveying, relevant construction economics degree or through extensive experience and extensive construction industry knowledge

Excellent people management skills with a proven ability to effectively deliver results through others to a consistently high standard. • Ability to work as part of a close knit management team and manage numerous activities and projects simultaneously – both short and long term. • Strong influencing and negotiation skills with the ability to build effective working relationships with clients and colleagues at all levels. • Excellent IT systems knowledge with particular importance on quantity surveying software such as Cubit, Buildsoft, Costex. • Excellent communication skills – both written and oral. • Strong level of resilience & ability to deal effectively with disagreement or differences of opinion. • Highly numerate and analytical with strong attention to detail and methodical thinking with ability to absorb complex information and assess requirements efficiently. • High personal motivation with ability to work on own initiative with the minimum of supervision. • Excellent time management and prioritisation skills and can work well under pressure. • Strong commercial acumen, excellent problem-solving skills with ability to consider responses carefully. • Flexibility with regard to working across all areas of the business to meet the requirements of the business. • Knowledge of forms of contract currently used within the Building and Civil Engineering industry.
